James (Jim) Borland is the longest-serving board member of the Fort Collins-Loveland Water District board of directors. Jim started with the board in 1982, as a way to serve his community and help guide important decisions for one of our most basic needs: water. Jim has extensive experience with the Special District Association (SDA) of Colorado as well as the Colorado Special Districts Property & Liability Pool board and has served on both boards for over 30 years to help Colorado districts grow and prosper.

Looking forward, Jim’s goals for the district are to approve policies that provide the highest quality water for all customers, acquire new, high-quality water sources to support our growing community.  He also wants to continue to provide the area’s lowest monthly water use rates with the predominant customer opinion that “growth pays its own way.” His personal motto is: expect everyone to succeed. Jim is dedicated to driving the District to success today and tomorrow.

Jim relocated to Colorado with his family from suburban Chicago in 1976 and has been in the Fort Collins area ever since. Outside of the board, he is a real estate broker and certified appraiser in Larimer and Weld counties. In his free time, he enjoys golfing, hunting and fishing.
