Since 2019, Fort Collins-Loveland Water District has been planning updates to our headquarters, located at 5150 Snead Drive. Over time, our operational needs have grown, and we’ve reached a point where our existing space no longer fully supports the work required to serve our community effectively.

This headquarters project is about ensuring our team has the space needed to continue fulfilling our mission, providing sustainable, high-quality, secure, reliable and cost-effective water, both now and into the future. Careful, long-term planning has guided this effort, allowing us to move forward thoughtfully and responsibly.

What This Means for Customers

This project is an investment in the behind-the-scenes systems that keep your water reliable. Construction is not expected to impact your day-to-day water service. Water quality, delivery and customer support will continue as normal throughout the project.

If any temporary changes impact office access or customer interactions, we will communicate those updates clearly and in advance.

Project Timeline

Initial Planning Period (June 2019 - November 2023)
  • June 2019: Developed a Facility Master Plan (planning period begins)
  • January 2020: Issued Facility Master Plan and Programming and Conceptual Design
  • June 2020: Began replotting and rezoning the existing site for expanded use
  • November 2020: Developed Overall Development Plan (ODP) and additional planning materials
  • October 2021: Approval of ODP and APU 
  • March 2023: Began review and amendment of the January 2020 Facility Master Plan
  • May 2023: Issued updated Facility Master Plan and Programming and Conceptual Design Amendment
  • November 2023: Completed project cost evaluation
Secondary Planning Period (June - November 2024)
  • June 2024: Revised and updated existing Facility Master Plan (current iteration)
  • September 2024: Developed project design requirements and assumptions
  • November 2024: Performed alternative site evaluations and analysis
CURRENT PHASE: Project Execution Phase
  • February 2025: Design kickoff
  • May 2025: Concept review meeting 
  • June 2025: Programming / concept design deliverable
  • September 2025: Building schematic design (30% plans) deliverable
  • November 2025: Site design (75% plans) deliverable and neighborhood meeting 
  • December 2025: Building design development (60% plans) deliverable, site design (100% plans) deliverable and submitted SPAR and BDR application and materials 
  • January 2026: SPAR and BDR package review meeting held
  • February 2026: Planning and Zoning Board public hearing. Application approved.
  • March 2026: Board approval of construction funding.
